PROJECT INTRODUCTION

Forming part of the New Administrative Capital (NAC) programme, Cairo’s CBD East will be the first phase of the project.  With ambitions to be a world leading Smart and Safe City, it is anticipated that over 6,000 CCTV cameras will monitor the streets and AI will be used extensively to improve the city’s operational efficiency as well as the quality of life of the 6.5 million residents expected to reside there by 2050.

ESSURA were commissioned to provide Security Consultancy Services during the initial planning phase of the project including securing authority approvals.

CHALLENGES

The proposed relocation of parliament, presidential palaces, government ministries and foreign embassies to a largely undeveloped 700 square kilometre area to the east of Cairo introduced a wide range of threats requiring consideration.

SOLUTION

Our early engagement focused on the development of Security Threat, Vulnerability and Risk Assessments for several different types of tall tower expected to form part of the development. These included an iconic tower, residential tower, mixed use (hotel and residential tower) and commercial office building. Addressing the specific risks (regional and countrywide) identified for each type we then developed a Security Strategy Report that provided recommendations for electronic and physical security measures. We also developed Security Guidelines and a risk mitigation methodology before leading the review of the design with the relevant authorities.

BENEFITS

Our thorough review and subsequent report provided the inputs to the development of the security design for individual plots making up the scheme such that they enhanced public safety as well as contributing to, and integrated with, the overall Smart City philosophy.

LONDON AND UK NATIONAL SECURITY, UK

The London and wider UK Surveillance System is an integrated network of fixed and mobile surveillance devices that continuously monitor activity on the UK’s road network. Developed in response to the ambition to “deny criminals the use of the road” it comprises not only CCTV but also a sophisticated back office capable of processing the vast amount of data collected by the system every day.

RIYADH GOVERNMENT DISTRICT MASTERPLAN

The development comprised 1 million square metres of brownfield site to create a new business park in Riyadh. Host to 10 government authorities, hotel, conference facilities, retail units and food and beverage outlets this mixed-use development aimed to offer a lively urban environment.

ROSHN JEDDAH TOWNSHIP, KSA

ESSURA were appointed by AECOM to undertake Security Master Planning, Strategic Advisory Services and Security Threat, Vulnerability and Risk Assessment for ROSHN’s Jeddah North Township.
