PROJECT INTRODUCTION

Shuiaba Industrial Area (SIA) contains the Kuwait National Petroleum Company (KNPC), three oil refineries and associated piers.  Production from these refineries accounts for a majority portion of Kuwait’s GDP and over 90% of its exports.

ESSURA were commissioned to provide Security Advisory Services comprising a review of a security provision to the very large site.

CHALLENGES

Our client was the newly formed Oil Sector Services Company who required a very rapid assessment of security provision. Additionally, there were a significant number of other stakeholders with vested interests in the development.

SOLUTION

ESSURA commenced our review with a National Security Threat, Vulnerability and Risk Assessment to assess the risks to Kuwait and specifically the threats to their oil and gas industry. We then assessed the existing security management structures and in-place security measures and process within the SIA. The review focused on command and control, perimeter protection, fixed and mobile communication systems, underwater surveillance and detection systems, access control and closed-circuit television systems. This led to us producing an integrated security plan that, once implemented, would address the identified threats. Our scope also included the production of budgetary requirements and schedules for inclusion in contractor tender packages.

The oil field, located near Basra, Iraq, is one of the largest in the world. The sensitivity of the location prevents further disclosure but necessitated a comprehensive and advanced, integrated security surveillance solution.
