PROJECT INTRODUCTION

The Kingdom of Saudi Arabia’s Ras Al-Khair project comprises a town and port in the Eastern Province.  Its purpose is to utilise the Kingdom’s extensive mineral reserves and low-cost fuel supplies to create economic growth and employment with high commercial return.

ESSURA were contracted to the Saudi Arabian Mining Company, Ma’aden, to provide strategic consulting for all HSSE elements of their proposed Mineral Resource Industrial City (MRIC) located at the site.  This included Safety and Security Master Planning and associated Project Management Consultancy services.

CHALLENGES

The size of the development presented various logistics and personnel challenges that impacted on security and safety necessitating a holistic and integrated approach.

SOLUTION

Our role included the provision of strategic advice and recommendations on the general policies and regulations regarding construction labour camps and construction planning. We developed recommendations on the location and management of the proposed construction labour camp for the Ma’aden Phosphate project as well as formulating policy for security of the project including all contracting, construction and industrial operations, strategic responsibilities and authority at the various levels within the organisation. Furthermore, we undertook a health risk review followed by recommendations related to medical provision on site, location of medical facilities, advice on emergency health provision and coordination with local and national health and emergency response agencies. Finally, we undertook a preliminary and detailed transport studies on which the access and road system plans are now based.
